Utah State Umpire Association By-Laws Proposed Changes
Learn MoreUSUA Protocols are that an umpire SHOULD only work 4-5 games per day. 1) It is to keep umpires fresh and focused to call the best game they can, especially in hot and/or other weather situations. 2) IF we have a surplus of umpires for a particular day for a league or tournament (which happens OCCASIONALLY) each member of the Association pays their dues and has the right to work games as much as the other members of the Association. IF a decision is required on who to use for a tournament our ARBITER will send the HIGHEST RANKED UMPIRE AVAILABLE. (Ranking come from the Points and Reward System listed on the website!) 3) Due to umpire shortages this may change at the Arbiters discretion and they MAY assign additional games in a day WITH BOARD/PRESIDENT/ VP APPROVAL at the time of need required.
USUA Protocols on Arbiter Communication should ALWAYS be in writing: Which starts with: 1) EMAILS - Typically the current arbiter will email about games selections for the up coming week or two, members of the Association should reply to this email. This keeps it in the thread for easy access and smooth dialog linked to the original email. IF the ARBITER DOES NOT REPLY TO YOUR EMAIL, typically with a written response, text the arbiter to get confirmation of your email. 2) TEXTS - This should be the second line of defense... this should only be used when the arbiter is texting you directly for communications outside of the game assignment threads. IF the ARBITER DOES NOT REPLY TO YOUR TEXT try again, to get confirmation of your text. If no response has still not been received, then make a phone call to the Arbiter or the President or VP for additional communications. 3) Phone calls - This should ONLY be used for the last line of communication! This is for the protection of your game assignments and for the arbiters protection as well!! **If it is in writing it is hard to dispute what should have happened as to what DID happen. KEEP IN MIND MISTAKES MAY STILL OCCUR!!!
Buckets create physical hazards on the fields for players and umpires and interfere with competitive game play.
Only two players\batters will be timing pitches. The plate and base umpires should watch and observe the offensive area in front of the dugout and batters circle for the two batters , from the time USUA umpires take the field, at the beginning of each half inning, and on pitcher change. This is a safety issue where umpires, players and coaches have been injured due to players NOT paying attention to their surroundings.
Warm up battery or bullpen on the field is required to have a spotter. This can be a coach or a player (with a batters helmet) to stand behind the pitcher/ catcher exposed to being hit in the back with a foul ball. Battery - defined as pitcher and a catcher.
Two (2) each of Coaches ONLY at a time on the playing field not including the base coaches. On offense a team may have up to four (4) coaches INCLUDING base coaches... On defense only two (2) coaches may be out of the dugout.
